Coal Combustion Residuals Solutions

We’re leading the way in safe, compliant coal ash residuals management for long-term groundwater protection.

Coal combustion residuals (CCRs), also known as coal ash, are a by-product of coal-fired power plants and represent one of the largest types of industrial waste in the United States. We assist utilities facing increasing regulations on the disposal and management of CCRs at both active and legacy CCR surface impoundments, landfills, and management units.

At Forgen, we have a proven track record as a trusted utility partner in constructing CCR impoundments and landfills that comply with Effluent Limitation Guideline (ELG) requirements. We understand the thixotropic nature of wet CCRs and employ complex risk mitigation strategies to manage these projects safely. Depending on each project’s unique needs, we use our expertise in civil, geotechnical, and environmental construction to develop solutions that ensure long-term groundwater protection and compliance with new federal regulations.

Hydraulic control technologies offer a permanent, proven, and cost-effective solution for closing CCR surface impoundments, landfills, and management units. They use durable, low-permeability subsurface barriers to stop contaminants from spreading to nearby groundwater. Recognized by the EPA, hydraulic control is a trusted method to contain coal ash and minimize the future spread of CCR constituents.

We have delivered hydraulic control projects for both public and private clients throughout North America. These hydraulic control technologies span various applications, from containing contaminated materials at former industrial sites to strengthening flood control infrastructure and reservoirs. To date, we have installed over 150 million square feet of slurry and deep soil mixed cutoff walls to successfully isolate, contain, and redirect groundwater. This specialized expertise through years of assessing and installing hydraulic control technologies can be applied to keep your CCR surface impoundment or management unit in compliance.

Featured Project Experience

CCR surface impoundments hold accumulated CCRs and liquids. The relatively shallow ponds are used to store, treat, and dispose of the accumulated wastes. When ready for final closure, utilities can either implement a clean closure, where all CCR material and affected soils are removed, or a closure-in-place, which involves dewatering liquids in the impoundment and placing a final, protective cover over CCR left in the impoundment.

Either method requires certain risk mitigation strategies and an understanding of the chemistry and makeup of CCRs. While many civil contractors are capable of transporting waste from point A to point B, to safely deliver these closure projects you need a partner well-versed in environmental risk mitigation strategies.
Our subject matter experts understand the thixotropic nature of wet CCRs found in surface impoundments and have successfully performed both closure methods. Our innovative hydraulic control technologies, water treatment and dewatering, and soil stabilization capabilities result in permanent, compliant, and efficient solutions for the best overall value.

Featured Project Experience

We have experience delivering hazardous and non-hazardous landfill construction, capping, and closure, including CCR landfills. Our landfill construction capabilities include site clearing and preparation, waste regrading and compaction, liner installation, leachate collection systems, piping networks and treatment systems for leachate, and gas collection.

We apply our years of hazardous material handling and remediation experience to manage the construction and closure of landfills where materials and in situ conditions are often complex, heterogeneous, and unpredictable. We skillfully navigate the final closure and capping, and where possible, remediate and restore sites to their former use.
