RDI Contract Rapid Levee Restoration

Recent catastrophic rainstorms across California’s Central Valley left several levee sites severely damaged and in need of repair ahead of the winter storm season. Forgen, along with our joint venture partner CAPE, was selected to complete a task order under the United States Army Corps of Engineers (USACE) Omaha District’s Rapid Disaster Infrastructure (RDI) Contract. This contract is a rapid response vehicle designed for the rapid delivery of critical infrastructure projects across the United States.

The Sacramento District deployed USACE Omaha’s RDI contract to expedite critical repairs to levee infrastructure under the Public Law 84-99 (PL84-99) program. The PL84-99 program is a USACE initiative that supports state and local governments in responding to and recovering from flood events. To be eligible for PL 84-99 assistance, a project must meet certain criteria and standards set by the USACE. The USACE can only provide assistance if it is requested by the state and is supplemental to local and state actions.

Upon receiving the task order, our team quickly jumped into action. The CAPE-Forgen team restored 17 levee sites, both landside and waterside slope failures, across three levee systems to their pre-flood conditions. The scope included clearing, excavation, geotextile installation, levee fill material placement, and the import and placement of quarry stone. Additionally, our team managed a borrow site in support of the levee fill, performed water-based levee repairs, all while managing multiple Stormwater Prevention Plans and permits in multiple counties. We utilized archaeologists, biologists, and arborists on the sites during construction activities to ensure compliance with state requirements.

In this rapid mobilization job, the levee embankment work was completed two months from award date with our team working 12 hours per day, 7 days per week. Work was completed to include restoration activities on schedule and within the permitted timeframe of November 15, 2024.

After the successful completion of our work, these 17 levee sites are now restored to their pre-flood conditions, leaving the surrounding Central Valley communities better protected from flood events come the rainy season.
