Forgen-Odin JV to Perform Foundation and Cutoff Wall Features of CEPP EAA A-2 Reservoir

The contract is the largest increment of the Central Everglades Planning Project Everglades Agricultural Area (CEPP EAA) Phase Reservoir project to date and is a key component of the Comprehensive Everglades Restoration Plan (CERP) led by the U.S. Army Corps of Engineers Jacksonville District.

The Forgen-Odin Joint Venture (JV) has been awarded CEPP EAA Reservoir Contract 11A for the foundation and cutoff wall features of the reservoir located in Palm Beach County, Florida. The contract, awarded by the U.S. Army Corps of Engineers (USACE), Jacksonville District, is the second construction contract awarded for the CEPP EAA Phase Reservoir for $308,432,100. If all options are exercised, the total contract value will equal $492,335,680.00.

The joint venture partners, Forgen, LLC (Forgen) and Odin Construction Solutions, LLC (Odin), have each successfully delivered large projects for the USACE, with a large majority focused on flood control and restoration initiatives. Both firms specialize in complex geotechnical construction, taking pride in their ability to self-perform, large specialty equipment fleets, and safety cultures. The team also includes major teaming partner Geo-Solutions, a specialty environmental and geotechnical contractor that provides jet grouting, slurry walls, soil mixing, and other grouting services.

“This is an exciting time for our company as we continue to expand on our proven track record with the United States Army Corps of Engineers. Members of our team have contributed to the restoration of the Florida Everglades through major cutoff wall, general civil construction, and other projects for decades. We look forward to working with our joint venture partner, Odin Construction Solutions, to deliver this project safely, efficiently, and with the high level of quality the Government has come to expect from our companies,” stated Chris Shea, President of Forgen.

“We are excited to partner with Forgen to construct this unique and important project. This partnership is a result of our teams working together for over 20 years and producing outstanding projects that improve flood protection and protect the environment,” stated Louay Owaidat, President & CEO of Odin. Shea added, “we look forward to building on our long working history with the Odin team on this critical project. By bringing together two great companies with shared values, I am confident we will deliver a project the whole team can be proud of.”

The project work includes the preparation of approximately 15.3 miles of foundation for an eventual 17.3-mile-long embankment dam, to be awarded and performed under a separate contract. The contractor team is scheduled to mobilize in December 2022. A summary of the work includes:

  • Clearing
  • Grubbing
  • De-mucking
  • Blasting
  • Foundation preparation
  • Installation of a seepage cutoff wall
  • Canal backfilling
  • All incidental related work
